테러관련 국가재난 시 재해간호활동 발전방안

지하철이나 백화점 등 다중이용시설에 대한 테러나 재해재난이 발생할 경우 현장에는 응급의료소가 설치되어 의료 활동을 실시하게 된다. 그러나 의료기관과 구조구난 관련 기관과의 상호협조 및 연계성이 미흡한 실정이다. 재해재난은 국가적 상황의 큰 위기상황이지만 정부가 대응하는 과정에서 재난의 유형에 따라 주무부처의 중복이나 관련 법ㆍ제도적 차원에서의 문제점이 야기되고 있는 실정이다. 더구나 재해재난을 예상하고도 대비하지 않은 태만은 큰 인명손실을 유발하게 되고 더 큰 문제점이 될 수가 있다. 2003년 발생한 대구 지하철 도시가스 사고도 현장 응급의료소 설치지연, 일원화 된 지휘체계 부족 등 많은 곳에서 재해재난 관리의 문제점이 나타나게 되었다. 이 연구에서는 테러나 재해재난과 관련된 현행법에서 규정하고 있는 재난과 더불어 테러 등 예상치 못한 대규모 재난재해 발생 시 우리정부의 재난관리 시스템의 문제점과 국가의 대응체계와 재해간호활동을 검토하여 철저한 대응방향을 제시하고자 함에 있다. 아울러 국가의 재해재난관리 체계의 발전을 위해 국가재난실태 파악을 통해 재난관리를 위한 통합적 법ㆍ제도적 정비 필요, 재난관리 주무부처의 중복 지양, 효율적 재난관리를 위한 제반여건 미흡 등의 문제점을 도출하고 이를 토대로 효과적인 재해간호활동의 발전방안을 제시하고자 한다.
