테러조직의 인터넷 이용과 대응방안에 관한 연구

Terrorist Use of the Internet and Counter-Measures on it

손쉬운 접근성, 규제의 부재, 광범위한 접근대상, 신속한 정보흐름 등 인터넷이 갖는 특징들은 테러조직이 자신들의 목적달성을 위하여 인터넷을 사용하는 이유가 되기도 한다. 그러나 학계와 언론을 비롯한 법집행기구들은 기존의 사이버 테러리즘이 갖는 위협에 대해서는 높이 평가하면서도, 테러목적의 인터넷 이용과 같은 인터넷을 기반으로 하는 테러리즘의 위협에 대하여는 충분히 주목하고 있지 않다. 이 연구에서는 테러목적의 인터넷 유형에 대하여 알아보고자 한다. 이미 알 카에 다와 같은 테러조직들은 인터넷을 통하여 조직 네트워크를 확장하고 있으며 세계화의 역효과로 인한 국가간 정치경제적 불평등은 테러리즘의 확산 가능성을 더욱 증가시키고 있다. 인터넷은 테러 네트워크의 유지를 위하여 테러조직이 손쉽게 이용하는 커뮤니케이션 수단이다. 테러조직은 테러리스트의 모집과 양성, 원격훈련을 통한 조직원 관리와 그들의 목적을 선전하고 정당화하는데 인터넷을 이용하고 있다. 테러목적의 인터넷 이용에 대응하기 위하여 국제적 차원의 협력이 필요하며, 커뮤니케이션 통제를 위한 네트워크가 구축될 필요가 있다. 동시에 테러조직이 전파하는 정당성에 대항할 수 있고, 테러리즘의 실체를 객관적으로 전달하여 대테러를 위한 환경기반을 조성해나갈 수 있어야 한다.

The Internet has some benefits, such as easy access, a vast range of reachable targets, fast flow of information and so on. These benefits make terrorist groups use the Internet for terrorist purposes. Despite the wide-ranging influence of the Internet-based terrorism, however, most of concerns on cyber terrorism are on cyber attacks. This study suggested the comprehensive approach to cyber terrorism, and for this, explored the types of terrorist use of the Internet. Terrorist groups such as Al Qaeda already built their organizational network on the Internet, and the political and economic gap between developed countries and less-developed countries brought the possibility of proliferation on terrorism. And the Internet is a communication measure that terrorist groups can easily use and reach to keep their networks. To counter the terrorist use of the Internet, first and foremost, co-operation in global level is needed. Next, it is also needed to build a network to control the Internet-based communication. Lastly, environmental and perceptional change is needed to build atmosphere against terrorism.
