韓國 國政參政權과 在日韓國人 母國修學生의 政治參與意識

Attitudes of Koreans in Japan Studying in Korea toward Korea’s National-level Voting Rights

本稿は2012年に実施が予定されている韓国国政選挙において在外国民が事実上初めて参政権を行使するにあたり、在日韓国人青年層の政治参加意識を把握することを目的としており、このために2010年11月に筆者が実施した在日韓国人母国修学生を対象としたアンケート調査およびインタビューの結果を土台として論議を行っている。 在日韓国人青年層に属する母国修学生の本国政治参加に対する意識を要約すると、まず、自らに本国国政参政権があるという事実を認識していない者が多い一方、そのほとんどが韓国国政選挙での投票参加を望んでいる。彼らが 投票を望んでいるのは大統領選挙であり、その理由は最高権力者を選択する機 会であるという点と日本語媒体を通じた情報確保が難しい現状においては最も投票参加が容易であるという点である。これに関連して母国修学生は広報不足を感じており、韓国語使用が可能な母国修学生すらも選挙手続などの基本的情報すら把握していない場合がほとんどである。一方、十分な選挙教育が実施さ れる場合、ほとんどの母国修学生は投票に参加する意思を持っており、その際前提となるのが内国人による在日韓国人に対する無理解および蔑視の除去である。また、韓国国政参政権と日本地方参政権を同時に獲得することを妥当だと する母国修学生が多い一方で、投票参加がいかに自らの権益拡大に寄与するかに関する理解度はあまり高くない. 在日韓国人の本国政治参加を促すためには十分な情報提供が至急の課題であり、特に言語的障壁の克服のため、日本語による情報が十分に行われる必要がある。また、在日韓国人は韓国国内における自らの地位向上のためにも参政権を戦略的に活用する必要がある。一方、在外国民国政参政権は在日韓国人と母国の間の繋がりを強化させる役目を果たすことが考えられ、日本社会にいずれ同化してしまうだろうという予測は妥当ではない。在日韓国人の母国政治参加は今後、そのアイデンティティを日本の中の論理および空間に閉じ込められたものではなく、グローバル·コリアン·ネットワークの構成員としてのそれへと拡大もしくは変容させる要因となる可能性を内包している。 The purpose of this thesis is to discuss attitudes of youth Koreans nationals in Japan on South Korea’s national-level voting rights. Discussions are based on the results of the author’s attitude survey and interviews on Korean nationals born and raised in Japan currently studying in Korea. The numbers of samples are 50 at the attitude survey and seven at the interviews, respectively. According to the Korean residents union in Japan or Mindan, total number of Korean nationals born and raised in Japan studying in Korea is approximately 200. The findings of this research are as follows. First, many of these youths do not know a fact they have been given South Korea’s national-level voting rights whereas they want to participate in South Korean votes. Second, most of these youngsters want to vote on the presidential elections because they expect that political issues over the elections would be easy for them to understand. Third, many of the samples feel a lack of Japanese information on Korea’s national-level elections as whole. The lack of Japanese information imposes difficulties on their participations. Forth, most of these young generations have wills to take educational programs for the voting participation. However, South Koreans must remove discrimination against Koreans in Japan and the former must obtain trust in that they certainly understand the history of the latter.
