국가물류비 산정방식에 의한 대전시의 지역물류비 산정

Calculation of Regional Logistics Cost(RLC) by Method of National Logistics Cost in Daejeon City

지역물류비는 지역경제 및 물류계획을 수립하는데 있어 유용한 지표가 됨에도 불구하고 대전시의 경우 현재 지역 물류비가 산정되어 있지 않은 실정이다. 따라서 본 연구는 국가 물류비 산정방법을 준용하여 내륙도시인 대전시의 물류비를 산정하였다. 총 물류비는 수송비, 재고유지관리비, 포장비, 하역비, 물류정보비, 일반관리비로 구분하였고, 산정 대상시기는 국가물류비 산정연도를 고려하여 1990∼2001년으로 하였다. 분석결과 2001년 대전시 물류비는 국제화물수송비를 제외할 때 18,907억원으로 연평균 11.8%의 증가율을 보였다. 이는 국가물류비대비 2.8%, GRDP대비 14.8%에 해당하는 규모이다. 물류비 중 가장 큰 비중은 수송비이고, 가장 적은 비중은 하역비로 나타났다. 국가물류비의 산정방식을 준용하는 과정에서 나타난 일부 사용자료의 적정성 부족, 대표성 미흡 등 몇 가지 한계는 있으나, 현재 활용되고 있는 대전시 물류비가 없는 점을 감안할 때 도시물류 정책수립 시 간접적 자료로 크게 활용될 수 있을 것으로 기대한다.

Calculating logistics cost (LC) is important because regional logistics cost (RLC) is a useful index of establishing regional economy and logistics plan, and a measure of regional competitiveness. Nevertheless, Daejeon city have not calculated the RLC by this time. In this study, thus, RLC of Daejeon city, as an inland city, was calculated by applying the calculation method of national logistics cost. Total logistics cost was classified into transport cost, stock inventory cost, packing charge, stevedoring cost, logistics information cost, and general management cost. The period of estimation was limited to 1990～2001, considered the calculated year of national logistics cost. As the results, RLC of Daejeon city was 1,891 billion Won except for international freight rates, and showed 11.8% increase yearly. That is to say, the size of RLC of Daejeon city is 2.8 % of national logistics cost, and 14.8 % of GRDP. Transport cost took the largest portion of RLC, whereas the stevedoring cost is the least. As additional remark, this study has a little limitation such as lack of appropriateness of some data sources, insufficiency of representation et al, while the estimation method of national logistics cost is applied. Nonetheless, this study would be expected to be used as a importance source in the establishment of city logistics policies since there is no recent RLC of Daejeon city.
