항공화물 통관정보시스템 효율화 방안에 관한 연구

A Study on the Strategies to advance Customs Information System of Air Cargoes

본 연구는 인천국제공항의 항공화물 정보시스템 현황을 살펴보고 문제점을 파악한 후 선진 해외통관시스템의 사례를 분석하여 정보시스템 상에서의 개선방안을 도출하였다. 항공화물 정보시스템 상에서의 개선방안을 제시하면 아래와 같다. 첫째, 원스탑 서비스를 제공해야 할 것이다. 우리나라 항공화물 통관정보 시스템은 고객위주의 시스템이라기보다는 운영자 중심의 시스템이라고 할 수 있다. 고객의 접속 창구의 통합화(단일화)와 서류처리의 자동화를 추진하여 업무의 능률을 향상시킨 선진국의 사례를 토대로 고객지향적인 통합자동화시스템을 개발하도록 노력해야 할 것이다. 둘째, 통합자동화시스템 개발시 화물정보에 대한 입력방법의 전산화를 실현하고 자동결제시스템 또는 자동이체시스템을 이용할 수 있도록 해야 할 것이다. 이는 현재 off-line을 이용함으로써 낭비되고 있는 시간과 비용의 손실을 줄여줄 것이다. 미국(ACS)의 사례와 같이, 특히, 관세부가료, 관세사료, 창고료, 포워딩 수수료 등을 통합자동화시스템상의 결제시스템에서 건당 또는 한번에 여러 건씩 지불할 수 있도록 해야 한다. 셋째, 합리화된 통합자동화시스템을 개발하기 위해서는 미국의 사례에서 살펴보았듯이 장기적인 플랜 아래 시스템 개발에 대한 고객의 공감대가 형성된 부분부터 우선적으로 개발하고 항공화물 운송시 참여하는 주체들간의 의견 조정을 통해 점진적으로 시스템 통합을 이루어나가야 할 것이다.

This paper seizes the problems of air cargo customs information system in Korea and then proposes customer-oriented alternative systems, analysing the advanced air cargo information system of NACCS(Nippon Automated Cargo Clearance System) and ACS(Automated Commercial System) The major output of the research is as follows: First, it is required to offer one-stop service to customers, the shipper, freight-forwarders and the related subjects because it is rather operator-oriented one than customer-oriented one. Therefore it need to develop customer-oriented automated cargo clearance system, benchmarking the advanced examples which are realizing customer-oriented single-window system. Secondly, it need to accomplish computerizing of input methods about customers and develope the Automated transaction system, cutting down both cost and time generated by using off-line when paying customs fee, warehouse fee and freight-forwarder fee. Thirdly, to develop reasonable and integrated automated system, we are preferentially required to attract a mutual cooperation between the related subjects under the long-term plan with reference to ACS.
