도시 유형화와 물류시설 정비에 관한 연구

An Approach to the Classification of City Types and the Equipment of Logistics in Urban Area

우리 나라는 아직까지 도시물류 실체에 대한 명확한 인식이 부족한 가운데 국가물류에서와 같이 관주도형의 계획중심적 접근을 행하고 있으며, 이에 따라 해당도시에서 요구되는 실질적 물류정책 방향을 제대로 제시하지 못하고 있다. 더욱이 물류계획을 수립하는 단일의 해당도시 기능과 특성을 고려하지 않은 채, 일괄된 형태의 물류계획을 수립하도록 요구함으로써 물류계획의 신뢰성을 저하시키는 우(愚)를 범하고 있다. 특히 물류환경 변화에 따라 수도권 및 지방도시의 광역화가 진행되면서 물류시설에 대한 필요성이 단일도시차원을 넘어 광역권차원으로 확산되는 현실에서는 더욱 그러하다. 본 연구에서는 도시지역의 물류시설 정비와 관련하여 시설계획의 신뢰성을 높이기 위해 물류시설관련의 우리 나라 법규를 검토해 보고 도시를 유형화하여 그 기능을 구분한 다음, 유형화된 도시에서의 필요 물류시설이 무엇인지를 제시하였다.

Without clearly recognizing about what city logistics really is, our nation has been much depending on the government oriented planning approach as in the national logistics, therefore it has been one of the major reasons of not being able to present practical guidance for logistics policy. Moreover, by demanding establishing indiscriminate type of logistics planning without taking into detailed account the function and characteristics on concerned cities, it also made a mistake of lowering credibility of logistics plan. Especially, as the Capital areas and regional cities become co-urbanized by the change of logistics environment, the same mistake is naturally applied to such real situation in which the necessity for logistics facilities is expanded to the inter-city level beyond the single-city level. For the purpose of amplifying logistics facilities in city areas and raising credibility of concerned facilities plan, this research reviews our nations related law on logistics facilities, groups the pattern of the function of cities, and proposes what could be the necessary logistic facilities adequate for patterned cities.
