국내 폐차산업의 회수처리방안 개선에 관한 연구

A Study on the Improvement on Collection and Treatment of End-of-life Vehicles Industry in Domestic

현행 우리나라의 폐차제도는 자동차의 안전성 확보에 역점을 두고 폐자동차를 무조건적으로 압축 파쇄 또는 절단하도록 하고 제한적으로 일부부품의 재활용을 허용하는 자동차관리행정에 초점을 두고 있기 때문에 폐자동차의 효율적인 회수와 합리적인 폐차처리를 위한 회수체계와 자동차의 리싸이클링을 위한 폐기물생성 이전단계에서 폐기물 발생량을 줄일 수 있는 중고부품의 재생 재활용에 많은 제약을 가하고 있다. 따라서 본 연구는 폐자동차의 효율적인 회수처리와 재활용을 위하여 우리나라의 폐차시스템 전반을 검토 외국과 비교연구를 통하여 우리실정에 맞는 폐차의 회수 처리체계 마련과 재활용 확대방안을 모색하고자 함에 그 목적이 있다.

Current automobile policy in Korea on scrapped cars is based on security. According to this, collected scrapped vehicles are unconditionally compressed, smashed and severed and allows recycling only for certain parts restrictively. Therefore, we have a lot of limitations in automobile recycling on effective collection and reasonable disposal with scrapped vehicles in taking out used parts before they are compressed, smashed and severed that can reduce huge scrapped materials. Thus, this study is to review Korea's current system on scrapped vehicles and compare it with other countries' policies to set up reasonable system for collection and disposal on scrapped vehicles and to seek for effective recycling ways which are practical in Korea.
