Strategic Approach to Tackle North Korean Human Rights Issues

북한인권 문제에 대한 국제사회의 관심과 비판은 이미 1980년대에 시작되었다. 유엔총회에서 북한인권결의안은 7년째 연례행사처럼 통과되고 있다. 그러나 북한인권문제에 대한 외부개입의 효과는 매우 미미한 실정이다. 그 이유는 외부정보차단과 내부통제, 중국지원 등의 요인이 작용한다. 국제사회의 북한인권문제에 대한 높은 관심과는 달리 북한인권에 대한 정부의 정책적 실행은 아직까지 소극적이다. 북한인권문제는 북한주민의 삶의 수준과 북한정권의 도덕성을 가늠하는 규범적 척도이며 동시에 북한의 변화를 견인할 수 있는 중요한 전략적 급소이다. 본 연구는 북한인권문제에 대한 규범적－정권비판적 수준을 넘어서 실질적인 개선을 가져오기 위한 구체적 인권개입 실천전략을 모색하기 위한 것이다. 북한인권 개선을 위한 전략구도는 국제인권레짐과 북한체제의 상호작용과 수용성을 높이기 위한 국제사회와 북한내부 및 한국사회의 여러 가지 사회적 동태성(social dynamics)을 규명하는 작업으로부터 출발해야 한다. 이를 위한 전략적 접근방법이란 북한인권 개선에 영향을 미치는 사회적동태성을 선별하여 구체적인 정책이나 주창활동(advocacy)을 통해서 적극적으로 실현하려는 의도적인 과업체계와 그의 실천을 의미한다. 본 연구는 세부적이고 구체적인 정책내용 제시보다 거시적인 정책방향과 정책자원을 검토하고 실천가능한 전략구도를 제시하는 얼개를 가지고 있다.

North Korean human rights issues have been drawn international attention since late 1980s. United Nations has been passing North Korean human rights resolutions for seven consecutive years. However human rights situations in North Korea has not improved at all. The reasons for its poor improvement are Chinese diplomatic support, its close system and cut off from informations. South Korean government policy toward North Korea has not targeted on human rights issues. Human rights issues are strategic target in North Korea as it represent the status of people’s living and morality of its regime. This study addresses human rights engagement strategy to make difference in a substantive way. It starts from various social dynamics in and out of North Korea which can create interactions and adaptability of international human rights norms and standards. It also presents some strategic resources and tactics promoting NGOs’ advocacy and government level relations. This study aims at presenting strategic framework and practicable ideas rather than specific policy programs.
