중국 해군력 부상의 위협성 평가

Threat Assessment of China’s Rising Naval Power : Capability, Intention, and Willingness

본 논문의 목적은 중국 해군력 부상에 대한 위협성을 평가하는 것이다. 선행 연구들은 중국 해군력 증강이 역내 해양안보질서에 미치는 영향 또는 중국 해군력 현대화 특징과 대응방향을 주로 다루고 있으며 중국해군의 능력을 중점적으로 분석함으로써 중국 해군력 부상이 왜 위협적인지에 대한 평가는 미흡하다. 이에 본 연구는 중국의 해군력 증강에 대한 위협성을 정확히 평가하기 위해서는 중국해군의 능력 및 의도, 그리고 군사력 사용의지를 함께 분석해야함을 주장한다. 이러한 차원에서 중국해군의 능력을 분석해본 결과 중국해군은 현재 제한적 원해작전 및 군사력 투사 능력을 보유하고 있으며, 장기적으로 완전한 원해작전 및 군사력 투사 능력을 보유하게 될 것으로 평가된다. 중국의 해군력 강화 의도는 동아시아에서의 해양패권 추구이며 중국은 자국의 핵심 국가이익을 보호하기 위하여 군사력을 사용할 의지를 가지고 있다. 결과적으로 본 연구는 중국의 해군력 증강은 한국을 포함한 주변국들에게 위협적이며 이러한 위협에 대응하기 위하여 한국은 군사적 억지와 협력적 억지가 균형적 조합을 이룬 대응 전략을 수립해야 함을 제시하고 있다.

The purpose of this research is to assess the threat of China’s rising naval power. Previous literatures related to this topic have mainly focused on the impact of China’s naval enhancement on regional maritime security order or characteristics of China’s naval modernization and its response. Unfortunately, these researches have paid little attention to the important question of “why China’s rising naval power is a threat?” This article argues that the three explanatory variables of capability, intention, and willingness should be used when precisely assessing threat of China’s rising naval power. This article found that although China’s navy currently possesses a limited operational and power projection capability at the blue water, it is expected to have a full operational and power projection capability in the foreseeable future. China’s intention of naval enhancement is to seek a maritime hegemony in East Asia and it also has a strong willingness to use naval force in order to protect her core national interests. In the end, the evidence collected in this research demonstrates that China’s rising naval power is a threat to neighboring countries, including South Korea. This research suggests that South Korea should establish a counter-strategy to the threat in which a balanced combination of military and cooperative deterrence is utilized.
