The purpose of this paper can be summed up as follows : as companies using the existing air cargo service gradually increase the use of the international air quick service, this paper tries to catch hold of the present situation and problems of the international air quick service industry, which now plays a third role in terms of the physical distribution by the demands of exporting firms, and seek ways to further develop the industry. In addition, to playa substantial third party role, this study aims at positively analyse not only factors that world affect the companies in employing the service, but also the stumbling blocks to developing the industry into the real third-party physical distribution one. As a result, this study presents the plans to develop the emerging industry with the rapid spread of EC and makes alternative policy measures.
