This paper focused on zoning regulation of regional distribution policy in the USA. Thirty-five years ago shopping centers barely dotted the retail landscape of America. Today, the number of shopping centers surpasses 40,000 and the shopping mall has become an integral part of the economic and social fabric of USA. But, increase of shopping center, mostly located suburbs, is said to be the cause of urban sprawl. And, urban sprawl is the cause of local traffic jams, greater pollution, loss of farmland, and decaying downtown commercial area. Therefore, local governments is more active to land use issues. This paper will take a look at growth management issues to restriction of shopping center development on the state of Vermont and Florida.
