국가물류정책의 효율적 지원을 위한 물류의사결정지원시스템 개발에 관한 연구

A Study on the Development of Decision Support System supporting the National Logistics Policy

국가물류체계의 효율적 구축은 산업차원을 넘어 국가차원의 경쟁력을 결정하는 중요한 요소로 작용하고 있다. 그러나 국가물류체계에 대한 정책적 의사결정은 체계적 분석과 평가에 기반을 두기보다 정책결정자의 주관적 판단이나 이해 관계자간의 조정에 의존하고 있는 상황이다. 본 연구는 국가물류부문에서 정책 결정에 따른 시간과 비용을 줄이고 의사결정 오류를 감소시키기 위한 대안으로 국가물류체계에 적용할 수 있는 의사결정지원시스템의 개발과 활용을 제안하였다. 본 연구는 국가물류체계의 광범위성과 복잡성을 고려하여 국가물류전반의 의사결정구조 분석과 의사결정지원시스템의 이론적 고찰 등을 검토하고, 이를 토대로 국가물류부문을 위한 의사결정지원시스템의 개발방향과 개략적 구성계획을 제시하였다.

One of the latest logistics trends is that the supply chain management(SCM) has been rapidly introduced for comprehensively controlling the corporate logistics process. However, the national logistics system, omni-directionally supported the corporate logistics activity, has been still unexplored. As the current national logistics system is tied up the status of managing and improving individual project, the systematic approach considering the overall national logistics environment is not put to practical use. The national logistics DSS, the simulation and optimization based IT solution, is pre-requisite for employing the north-east asia logistics hub strategy dealt with attracting the global logistics centers of foreign companies and reforming the nation logistics network. The social costs, which are caused of decision-making errors, are anticipated to reduce considerably through the prior and posterior analysis supported in the national logistics DSS. The conceptual system design are suggested through the structural and theoretical analysis of national logistics system.
