전자선화증권의 제도적 모델 사례분석과 시사점

Cases Analysis and Implications of System Models of Electronic Bill of Lading

국제무역거래에서 없어서는 안될 서류가 해양 선화증권이다. 글로벌 무역에서 현재의 상황은 주목할만한데 물품이 관련서류보다 이전에 목적지에 도착하고 있다. 이러한 선화증권의 딜레마를 해결하기 위해 제도적 모델이 도입되어 왔다. 전자선화증권에 대한 이러한 제도적 모델에는 Reinskou의 통지확인시스템, NCITD, BIMCO 그리고 볼레로 모델 등이 있다. 그러나 볼레로 선화증권은 상용서비스로서 이용되지 않고 있고 RSP모델도 볼레로 솔루션과 같이 전자무역 솔루션으로 사용되지 않고 있다. 본 논문의 연구목적은 제도적 모델에서 절차를 연구하고 제도적 모델의 비교에서의 시사점을 찾아냄으로써 글로벌차원에서 전자선화증권의 도입에 기여하는 것이다.

The indispensable document in the international trading is the ocean bill of lading. The current situation in global trade is noticeable: goods arrive at their destination before related documents. The systematic models for electronic bill of lading have been introduced to solve this B/L dilemma. These systematic models include Reinskou’s notification and confirmation system, NCITD and BIMCO and Bolero Models for electronic bill of lading. But the Bolero Bill of Lading has not been used as commercial service and the RSP Model was not used as e-trade solution like Bolero's Solution. The purpose of this paper is to contribute to the introduction of electronic bill of lading on a global basis by studying the procedures in the systematic models and finding the implications in comparison of systematic models.
