Kingdon의 정책흐름모형을 적용한 교원능력개발평가제 정책변동 분석

An Analysis of the Teacher Evaluation Policy Change: Based on the Policy Stream Framework(PSF)

본 연구는 정책변동 분석 모형 중의 하나인 kingdon의 정책흐름모형을 통해 교원능력개발평가제가 어떠한 요인과 형성 과정을 거쳐 변동되었는지를 분석하고자 하였다. 교원능력개발평가제에 대한 정책결정과정과 변동요인을 명료하게 분석하기 위해서, Kingdon의 정책흐름모형을 기본 분석틀로 사용하였다. 주요 연구 결과는 다음과 같다. 첫째, 교원능력개발평가제가 정책의제로 설정되고 변동되는 과정에 있어 가장 큰 영향을 준 요인은 정치의 흐름이었고, 정치의 흐름 중 행정부의 교체(정권의 변화 등)는 변화의 점화계기가 되었다. 둘째, 교원능력개발평가제 정책이 형성ㆍ채택ㆍ집행되는 과정과 변화에 있어서 참여자와 이익집단의 활동, 정책활동가의 역할이 중요하다는 점을 알 수 있었다. 셋째, 교원능력개발평가제 형성과정은 근무성적평정의 개선과 공교육 내실화, 교사의 책무성 제고라는 정책변동의 맥락내에서 발생하였다.

This study is intended to analyze the process through which the teacher evaluation policy has changed, on the basis of Kingdon's policy stream framework(PSF). The main results of the research are as follows: First, political stream is the most important factor that has an effect on the policy stream. Second, the role of interest groups, such as participants and policy entrepreneurs, are important in the process of forming a policy. Third, the decision making process regarding the teacher evaluation policy has three characteristics: (1) the teacher evaluation policy has been formed in the context of the improvement about performance rating (2) the teacher evaluation policy has been formed in the context for the improvement of public education (3) the teacher evaluation policy has been formed in the context for the enhancement about teachers accountability.
