Countries are implementing a strategy of making their ports environment-friendly. South Korea, too, has been implementing such a strategy for each port only to face resistance from the port users including shipping companies, shippers, transportation companies, and terminal operators as they are asked to pay the concerned costs directly. Given the difficulties with achieving the effects of the strategy when charging the port users with the costs, the developed nations use both carrots and sticks in strategy implementation. The purpose of this paper is to investigate perception differences among the government, port authorities, and companies regarding the government's support policies for an eco-friendly port and provide policy implications to implement a concerned policy in future. As a result, the port authorities, which implement a strategy of building an eco-friendly port as well as running a port, had a greater need for support policies involving hardware, software, finance/tax and a smaller need for policy/system supports than the government and companies.
