농산어촌 연중 돌봄학교 사업의 학업성취도 향상 효과 분석

Analyzing the Effectiveness of Rural Open Year-Round Care School Program on Students' Academic Achievement

본 연구의 목적은 2009년부터 교육과학기술부의 특별교부금 국가시책사업으로 추진되고 있는 농산어촌 연중 돌봄학교 사업이 학생들의 학업성취도에 미치는 영향을 분석하는 것이다. 이러한 연구목적을 달성하기 위해서 한국학술정보원에서 제공한 '에듀데이터'와 교육과학기술부의 '단위학교 특별교부금 국가시책사업 운영 현황 자료'를 결합한 후, 통상최소자승(OLS) 회귀모형과 임의효과(random effect) 모형을 사용하여 분석하였다. 분석 결과, 국어과목에서 농산어촌 연중 돌봄학교 사업을 운영한 초등학교는 미운영 초등학교에 비해 기초학력미달 학생 비율이 유의미하게 줄고 보통학력이상 학생 비율은 증가했다. 수학과목에서는 사업운영 초등학교가 미운영 초등학교에 비해 보통학력이상 학생 비율이 통계적으로 유의미하게 높았다. 중학교는 연중 돌봄학교 사업을 운영한 학교가 미운영 학교에 비해 국어과목의 기초학력미달 학생 비율이 낮았다. 또한, 수학과목에서는 사업운영 학교가 미운영 학교에 비해 기초학력미달 학생 비율은 낮고 보통학력이상 학생 비율은 유의미하게 높았다. 이상의 연구결과는 농산어촌 연중돌봄 학교 사업이 읍면지역의 초등학교와 중학교 학생들의 학업성취도 향상에 긍정적인 영향을 준다는 것을 시사한다. 농산어촌 연중 돌봄학교 사업 외에 유의미한 영향력을 보인 주요 정책변수들로서 학급당 학생수, 학생 1인당 교육비, 정규직 여교사 및 비정규직 교사의 비율, 영어 관련 목적사업 운영이 학업성취도에 주는 영향력과 정책적 시사점에 대해 논의하였다.

This study was conducted with an aim to evaluate the effectiveness of rural Open Year-Round Care School Program supported by the special grant of Ministry of Education, Science and Technology. I combined the 'EduData' from Korean Education Research and Information Service and 'Actual condition of special grant investment among K-12 Schools' from Ministry of Education, Science and Technology and applied the random effect model and ordinary least squares model. When examining the difference of academic achievement according to managing the Open Year-Round Care School Program, elementary schools performing this program showed the lower percentage of students with basic academic skill shortfall and higher percentage of students with more than average academic achievement in Korean and math subject than the rural elementary schools without this program. Also middle schools implementing this program demonstrated the lower percentage of students with basic academic skill shortfall and higher percentage of students with above average achievement in math subject than the rural middle schools without this program. However, rural Open Year-Round Care School Program didn't display the distinct effectiveness on English achievement. According to the results I concluded that Open Year-Round Care School program has exhibited positive effects on rural elementary and middle school students' academic achievement, thus government should continue to support financial investment for this program. In addition, I discussed the effect of control variables on students' academic achievement concentrating on their policy implications.
