1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to condemn the Legal Problems of Drafts for Maximum Fair Rent and to suggest policy reactions to secure stable status for tenants. (2) RESEARCH METHOD This study, when actually conducted, was preceded by an understanding of the role played by empirical data on law reform. To equip my study with advanced research skills I used legal data and the internet. Many of journal articles were referred in this study. (3) RESEARCH FINDINGS The emphasis in this study will lie in finding and improving housing rental system. The members of the National Assembly made an effort to amend the protection law of housing lease. However, the devise lawful and systematic supplements about the standard of rent reinforcement along with renewal claim right of tenant to protect residency stability of tenant and property rights of lessor since the housing market is still unstable. The several revised drafts has unconstitutionality of personal property right. 2. RESULTS As a result, Registered rental information system will be introduced, proof of identity and authorization for Rent Registration needs to be given to the government authorities renewal when access to registered rental information is requested. Fair rent policies are municipal government policies that are designed to prevent landlords from charging rents that are significantly higher than the average rental rates for similar properties. Unlike rent control policies, they don’t place a cap on how amount of the rental rate, instead they limit the rate the rent can be increased. What the government has to do is to alleviate unstable housing of the low income families and to support smoothing structural change of housing rental market.
