선거후보자 경호경비대책의 발전방안

민주주의사회에서 정치인들은 선거제도를 통해 선출되고, 의견을 수렴하여 국가 정책결정에 영향을 미치고 국민을 대변하게 된다. 이러한 중요성이 있음에도 불구하고 정치인을 대상으로 한 범죄 및 테러는 사회가 흉악해지고 전문화됨에 따라 더욱 중요하게 부각되고 주목받고 있다. 특히 선거후보자에 대한 경호경비대책은 법제적으로 체계화되어 있지 않아 일부에서는 경비업체를 활용하는 형편이고, 대부분의 경우는 지인들을 대동하거나 또는 개인 비서관에 의한 수행에 준하는 최저 수준의 신변보호가 이루어지고 있는 실정이다. 이러한 경호경비대책은 경호대상자에 대한 기본적 신변보호 및 안전을 확보할 수 없으며, 나아가 선거에까지 심각한 영향을 미칠 수 있다. 본 연구에서는 선거후보자에게 제공되는 경호경비대책과 관련하여 잠재적으로 상존하는 테러리즘 대응을 위해 경호기법과 경호조직 운용상 발전방안을 제시하고자 하였다. 경호기법 운용상 유권자 표심확보라는 선거경호의 특성을 고려하여 경호대형을 형성하고 근접경호 시 전문적 경호기법을 적용시켜야만 한다. 연단경호는 기만경호를 활용하고, 경호차량을 운용하여 성격에 적합한 경호기법을 활용해야 한다. 그리고 은밀경호의 원칙에 입각해 언론노출을 최소화해야 한다. 경호조직 운용상 근본적으로 경호조직이 편성되어야 하고, 지휘단일성 및 체계통일성의 원칙이 적용되어야 한다. 경호조직원 간 상호신뢰 및 협력성이 요구되며, 경호조직은 최상의 전문성이 확보되어야 한다.

In a democratic society, politicians are selected via the electoral system and represent people by gathering the people's interests and influencing national policy making. Despite the importance of politicians as such, crimes and terrorism against them, which draw a public attention as a serious matter, are becoming more brutal and specialized. Especially, it is not legally stabilized to systemize a security service for candidates of local elections and security measures for them. Some candidates hire a private security service, while the others employ acquaintances and private secretaries, who only cover minimum extend of the protection. This kind of measures can't guarantee a security of the recipient, and the election based on the democracy can be damaged. Therefore, the study herewith will provide problems of crimes and terrorism which are potentially laid on politicians with regard to security measures at elections and solutions for the improvement. In security technique, considering an election security characteristics to secure votes of electors, security management measures make security formation and have to apply professional security way when they guard closely. To get efficiency, a stage security uses a deception security and a car security uses cars for security so that it has to utilize an appropriate way of security. Moreover, media exposure should be minimized which is based on the principle of secret security. Managing security, security measures put a systematic security organization which is applied with a direct unicity and the principle of system unity. Also that needs mutual trust and cooperation between members of security organization and secures the best professionalism.
