심리적 안정 확보를 통한 민간경비산업의 발전방안

민간경비 산업의 수단이 인력을 기반으로 한 형태에서 감지센서와 CCTV 등의 기계경비로 변화함에 따라 적은 인력으로 광범위한 지역을 감시할 수 있게 되었고, 기계경비를 통한 인건비의 절약은 이윤을 추구하는 민간경비산업에서 전략적인 수단이 된지 오래다. 또한 기계경비와 관련한 보안시장의 확대와 기술의 발달은 손익분기점을 더욱더 낮춤에 따라 사업자의 입장에선 값싼 경비재화로 가입자를 유치시킬수 있어 민간경비산업을 성장시키는데 큰 역할을 하였다. 한편, 치안 재화와 관련하여 물리적 서비스에 치중한 공경비가 지역사회 경찰활동의 패러다임을 선택하였다. 이는 공경비 마저도 물리적치안서비스제공뿐 아니라 시민들에게 만족감을 제공하고자하는 것에 기인한다. 민간경비의 경우에서도 물리적 경비활동의 제공이 생명, 신체, 재산의 보호를 책임지지만 고용주에게 생명, 신체, 재산에 대한 심리적 안정감을 제공하진 못하였다. 이러한 원인은 경비업체가 담당하는 경비활동만으로 모든 침해를 감당할 수 없을 뿐만 아니라 공통적인 시스템을 사용하는 기계경비의 일반화에 따른 악의적인 해킹의 위험성과 경비대상에 대한 기계적이고 물리적인 경비만을 제공하고 있기 때문이다. 이에 따라 본 연구에서는 심리적 안정감을 형성하는 경비활동으로 물리적, 정신적 만족감을 제공하는 경비활동을 제시함으로써 민간경비 산업의 고객지향적 체제를 구축하는데 본 연구에 취지가 있으며, 이를 위해 융합적 경비시스템의 활성과 경비주체와 객체간의 상호정보의 교류, 공동치안책임의 형성과 인력을 활용한 대응체제 등을 제시하여 민간경비산업의 발전방안을 모색해 보았다.

In addition, expenses associated with mechanical security service industries's expansion and development of technology more and more lowered the break-even point. So with this cheap guard goods, operators are able to attract subscribers and it played a large role to grow the Private Security Industry. Meanwhile, the public guard in connection with a security of goods attaching too much importance to the physical Service has chosen paradigm of community policing. Even public guard as well as providing physical security services want to provide the satisfaction to the citizens. The activities of private security guards responsible for providing a life, body and the protection of property. However, they couldn't offer employer's peace of mind for life, health and wealth. For this reason, the security company responsible for the security activities can not afford every infringement all alone. As well as it only provides electronic security systems that is used in a common generalization of the risk of the malicious hacking and expense of physical security on the target. The purpose of this study is to build customer-oriented system of private security industry to by forming a peace of mind and security activities to provide physical and emotional satisfaction, for this we looked for the ways to present the development of the private security industry, such as active fusion security system, information exchange between subject and object and using security personnel responsible for the4) formation of a joint response system.
