Dereliction of the Ordinary Landscape of 104 Urban Village in Joonggye-Dong, Nowon-Gu

경관은 문화현상의 재현인 동시에 독자적인 생활양식의 괴멸을 초래하는 사회병리의 일단을 투영한다. 신자유주의 가치가 팽배한 도시에서 공간의 침탈에 의해 장소가 위협받는 양상은 해체되는 서민경관에서 극명하게 드러난다. 자본과 권력으로 무장한 공간은 애착이라는 감성적 토대로서 서민들의 일상이 전개되는 터전인 장소를 공략하기 위해 다양한 전략을 구사하며 종국에는 추구하는 새로운 가치와 질서를 주입하는 데 성공한다. 본 논문은 1960년대 말의 재개발사업으로 시내에서 변두리로 강제이주한 철거민의 정착촌‘중계동 104마을’을 사례로 서민경관이 해체를 맞게 되는 과정을 탐문한 것이다. 발전주의적 신자유주의 가치가 40년 넘게 다져온 공동체를 와해시키려 내부자를 분열시키고 경계 만들기에 나서는 상황을 비판적으로 분석하였다. 특히 다수의 주민을 고려한 임대주택 건설안을 파기하고 주택재개발 정비사업 최종안으로 관철시킨 공공부문의「일부주거지 보존방안」이 도시인의 노스탤지어를 자극해 서민들의 삶이 배어 있는 생활양식과 경관을 보존해야 한다는 명분을 앞세워 주택시장에서 실익을 챙기려는 고도의 문화전략임을 간파하였다. 주민을 우선하는 전향적인 재개발 패러다임이 요망된다.

This study examines the shaping and dereliction of the ordinary landscape of 104 urban village in Joonggye-Dong, Nowon-Gu. After looking into the transformation of the local geography during the past 40 years since the establishment of the 104 district at the end of the 1960s with Seoul’s inner-city renewal and ensuing clearance of the housing of the working people, the authors take issue with the ruthless foray of neo-liberalism into the place of the urban subaltern in recent years. A critical interpretation is made from a cultural political point of view as to the public sector’s renewal plan of the district. The authors argue that the plan, which replaces the original one to construct apartment buildings for rent at an affordable price and lays instead stress on the preservation of parts of worn-out housing, is nothing less than a highly politicized cultural strategy. Although it makes an appeal to Seoulite’s deep-seated nostalgia for the foregone era and age-old vernacular landscape, the revised plan is propelled by the market’s instinct for the monetary returns. The derelict landscape of the 104 urban village reflects this deplorable situation.
