The Multi-Scaled Connectedness of the Institutional and Organizational Actors in Transnational Migration

초국적 이주에 있어서 제도적 · 조직적 행위자들의 다중스케일적 관계: 광주광역시를 중심으로

오늘날 아시아 태평양 지역은 국제 이주가 급속히 증가하는 대표적인 지역으로, 초국적 이주자들은 국경을 넘어선 사회 공간을 능동적으로 형성해 오고 있다. 이러한 맥락에서 기존의 연구들은 지리적 이동성과 초국적 이주자들의 행위 주체성을 상대적으로 강조해 온 경향이 있다. 이러한 이유로 초국적 이주를 추동하는 사회-경제적 구조의 힘과 이를 실행하는 제도적, 조직적 행위자들 및 그들의 네트워크는 자주 간과된 바 있다. 본 연구는 이에 기반을 두고 다음의 두 가지를 살펴보는 것을 목적으로 한다. 첫째, 인종, 민족집단, 민족과 같은 담론을 검토하고, 이들이 이주의 초국가화 현상 및 제도적·민족적 행위자들과 어떻게 접합되어 있는지를 살펴본다. 둘째, 한국의 광주광역시를 사례로 국제 이주 여성이나 초국적 이주노동자들에 초점을 두어, 이들을 둘러싸고 있는 제도적, 조직적 행위자들 및 그들의 다중스케일적 관계를 추적해 본다.

The Asia-Pacific region has emerged as one of the most vibrant realms in which transnational migrants actively formulate social space across national borders. Previous studies often exaggerated such transnational mobility, too much emphasizing the relative autonomy of migrants’ agency. For this reason they often overlooked the socio-economic structure overarching transnationalism as well as the institutional actors and their networks. The objective of this paper resides in this problematic. First, with emphasizing discussions on race, ethnicity, and nation, this paper examines how the nation-state and its nationalism are articulated with an increasing transnationalization of migrant labor in the region. Second, by drawing on international marriage women and transmigrant guest workers in the city of Gwangju, South Korea, this paper particularly focuses on understanding how transnational migrants’ practices are associated with the institutional and organizational actors and their networks at multiple scales.
