A Study on the Preparatory Commission for the International Sea-bed Authority and for the International Tribunal for the Law of the Sea - With Emphasis on its 3rd Session in 1985

After the adoption of the United Nations Convention on the Law of the Sea on April 30, 1982, the Preparatory Commission for the International Sea-bed Authority and for the International Tribunal for the Law of the Sea has been held for three consecutive years. Of course, the Republic of Korea, as one of the signatory states to the Convention, has been represented in these meetings of the Preparatory Commission. In this article, the writer examines and analyzes the third session of the Preparatory Commission in 1985. First, the agenda and functions assigned to various organs of the preparatory Commission were examined in detail, and secondly, the discussions and results of the plenary session and special commissions were studied in detail. In conclusion, the writer presents an outlook for (ⅰ) the ratification and effectuation of the Convention on the Law of the Sea, (ⅱ) the problem of competing pioneer investors, and (ⅲ) the time of commencement of deep-sea mining.
