Police strategies for school violences in legal and systematic perspectives

School violence is widely held to have become a serious problem in recent decades in Korea, especially since one middle school student suicided in Dae-gu city last December. Whenever serious accidents related school violence occurred, the Police and other government departments have planned various remedies to cope with school violence since 1995. However, the seriousness of school violence has not been reduced. In this study, five strategies are proposed to deal effectively with school violence. First, strategies for school violence should be based on the accurate analysis of school violence. Thus, the special law regulating school violence should be amended so that survey of school violence be done by school authorities periodically. Second, the Police have to cooperate with school authority to deal with the school violence problem. Without cooperation and support from school authority, police can not solve the problem because most school violence have been occurred in school. So, police should participate positively in school violence committee and share the information of students Third, school violence - preventing program by police should be improved in order to reduce school violence. Also, education program for teachers be introduced to help them to teach students because police can not educate all students. Forth, the survey showed that many cases of school violence have not been reported. So, the report system of school violence should be improved and the reported rate of violence be elevated through publicity activities and proper case procedure. Also, it is desirable to make the specific police guideline to deal with school violence properly based on seriousness of crime. Fifth, strict punishment policy for student offenders can not accomplish sufficiently prevention of violence. Police officers should have the discretion to divert juvenile offenders from formal criminal procedure into an alternative program for rehabilitation. So, it is considered to amend to juvenile law to endow police officers to suspend minor juvenile cases with guidance.
