Alternatives to Improve Fiscal Soundness of Public Enterprises

본 연구는 공공기관의 재정건전성 제고를 위한 대안을 제안한다. 공공기관의 부채증가는 재정건전성 측면에서 부정적 이미지를 증폭시키고 있다. 재정건전성 악화요인은 정부정책, 공공기관의 도덕적 해이, 경종을 울려야 할 주체로서의 국회의 기능부재, 기획재정부와 감사원, 이를 뒷받침하기 위한 국민과 시민단체 등의 견제와 감시기능의 부재문제와 깊은 관련이 있다. 공공기관의 재정건전성 제고를 위한 핵심적인 정책내용은 다음과 같다. 첫째, 중앙정부는 공공기관의 재정건전성 제고를 위해 경영평가 등의 법률 개정이나 보완이 필요할 것이다. 둘째, 협약을 통해 기존에 체결된 민자 사업(BTL, BTO)의 과다한 수입보장조건은 재협상을 하거나 인수를 고려할 필요가 있다. 셋째, 공공기관은 재정건전성제고의 주체적 역할이 필요하다. 즉 공공기관 자체의 자구적 개선 노력이 선행되어야 한다. 넷째, 국회, 기획재정부, 감사원, 국민과 시민단체들의 합목적적인 참여할 수 있는 전략이 모색될 필요가 있다. 특히, 재정건전성 위기에 관해 경종을 울리는 주체로서 국회의 기능이 강화되어야 하며, 기획재정부와 감사원의 관리감독이 요구된다. 이를 뒷받침하기 위해 전문화된 국민과 시민단체는 다양한 경로를 통해 상호작용적 역할 노력이 더욱 중시된다.

In this paper, we attempts to find alternative governance system to improve fiscal soundness of public enterprises. The increases of the public debt by public enterprises shed negative image in terms of fiscal soundness. Causes of fiscal unsoundness largely stem from inadequate policies of the central government and its behavior, moral hazard by public enterprises and private contractors that conduct build-transfer-operate and build-transfer-lease contract firms, dysfunctional National Assembly, and lack of adequate checks and balance function and monitoring system by civic groups. Key agendas to improve fiscal soundness of public enterprises include as follows. First, the central government must institute proper legal and institutional system in order to improve fiscal soundness. Second, moral hazard problem arising in the use of build-transfer-operate and build-transfer-lease contracts must be cured. Third, public enterprises should put efforts to improve fiscal soundness of their enterprises. Fourth, a search for relevant governance system involving the National Assembly, Ministry of Strategy and Finance, Board of Audit and Inspection, and civic group must be conducted. Above all, the reinstation of proper functioning of the General Assembly is necessary to properly monitor the fiscal soundness of public enterprises.
