A study on the cultural policy of Soviet Ukraine

사회주의 시기동안 우크라이나 문화정책은 공산주의 사회 완성을 목표로 한 모든 사회주의 사회의 지적 활동 모두를 포괄한다. 시기적으로는 크게 사회주의 건설을 위한 준비 기간과 소위 선진사회주의기간으로 구분되며 이는 전형적이고 이상주의적인 소비에트화의 구현을 목적으로 한다. 하지만 소비에트화라는 이런 정책적 로드맵 이면에 우크라이나화라는 또 다른 자취 또한 끊임없이 작동, 기능하고 있음을 간과할 수 없다. 이런 논의는 초기 소비에트 형성 과정시 1917년 중앙라다(Центральна Рада)의 목적과도 부합하며 1919년 페틀류라(С. Петлюра)의 민족파 투쟁, 1924년 헌법제정 당시 분권화 속에서도 여실히 드러난다. 문화정책은 문화를 구성하는 모든 기능을 조화로이 발전시키는 방향키와도 같은 것이며 문화는 사회 다방면의 각 분야와 밀접한 연관관계에 놓여있기 마련이다. 따라서 이데올로기와 교육 그리고 예술, 나아가 산업과 기술 분야 역시 당시 우크라이나 사회의 제반 문화적 문제들과 함께 살펴볼 필요성이 있다. 학문과 과학, 예술 진흥을 위한 과학(Академія Наук)의 설립, 1920년대의 대표적인 우크라이나화 정책, 1960년대 당과 정부가 채택한 문화발전에 대한 공식노선 그리고 1986년을 전후로 한 제 3의 우크라이나 문화 부흥운동 또한 거대한 소비에트화를 가로질러 우크라이나화를 문화정책의 동일선상에서 연속적으로 지켜봐야 할 특별한 대목인 것이다.

The cultural policy is a rudder to improve all features that compose of the culture harmoniously. The culture policy of Ukraine in the age of communism embraces the whole intellectual activities of socialism which aim at perfection of communism. It was largely divided into the period of developing socialism and advanced communitarian society. Of course, each purpose was to realize a sovietization which was idealistic and typical. Meanwhile, there was a specific and political road map for Ukrainization in the reverse aspect (voluntarily or not). Such a discussion was to clearly drawn into the vortex of formation process of the Soviet Federation. That was in accord with an intention of the Central Council of Ukraine in 1917, the nationalist struggle leaded by Petlyura in 1919 and the decentralization in 1924 when established the constitution at first. As the culture is closely connected with the various field of society(education, industry, technology, art and literature etc), the social problems with which Ukraine is confronted should be grasped with it in continuum. The support system of culture that was adopted at the party and the line of government was getting more and more advanced in 1920's, 1960's and then in 1986. At first the cultural movement of Ukraine played a bridging role when the Commonwealth of Independent States (CIS) was constituted with Russia, also helped make the independent of Ukraine.
