During the past two deacdes increasing attention has been given by reseachers to the impacts of tourism. But the author’s review of research literature on residents’ attitudes of tourism suggests that there has been no theoretical orientation, poor operational definitions of the central concepts, lack of reliable and valid measures, and inadequate reporting of sampling methodology. Exchange theory is a general theory concerned with understanding the exchange of resources between individuals and groups in an interaction situation. This study were to : (1)identify reasons why host residents develop positive or negative attitudes towards tourism development through a framework based upon social exchange theory: and (2)develop a reliable and valid instrument which measures residents’ attitudes of the impacts of tourism. In addressing the first objective, social exchange theory was used to provide a theoretical basis lor understanding residents’ attitudes.
