The importance of local administration has been greater in many social parts such as economy. politics, culture and art. Nowadays, local administration should improve cultural policies which are fit for its regional tradition. People’s living standard has been rising, and leisure being thought valuable. Thy are more interested in culture and arts than before. Regionalism of good meaning in local cultural policies is needed. To enhance local culture and art. First, cultural centers in each region should be run by its own citizens. They for themselves may make better art programs and participate in them. Cultural Committees also should be activated. Second, budget needs to be set up at least 5% of total estimate. The atmosphere, in which people easily donate for cultural policies, should be made. Third, There ought be more and better stages for artists. Incorporation of public and private sectors, like in France, is necessary to help maintain spaces for art performances. Also we should make good use of semi-public space such as schools and community centers to do this task.
