선거민주주의에 대한 중국 지식인의 인식

Chinese Intellectuals’ View on Electoral Democracy

중국에서 선거는 청말ㆍ민초부터 최근까지 지속적으로 진행되고 있는 매우 오래된 논쟁의 주제이다. 그러나 최근 들어 중국의 선거가 주목을 받고 있는 것은 시장의 도입을 중심으로 단행된 일련의 경제개혁정책으로 인해 중국 사회가 과거 그 어느 때 보다 다원화된 사회로 변화됐으며, 이는 다양한 충돌과 갈등을 만들어 냈다. 이 같은 변화는 중국의 당-국가는 물론이고 중국 사회 내부로부터 정치개혁의 필요성을 강조하게 만들었다. 정치개혁의 핵심적 제도로서 중국의 당-국가는 물론이고 중국의 지식인들은 선거에 주목하고 있다. 따라서 본 논문에서는 중국의 지식인들을 대상으로 진행한 설문조사 및 심층 인터뷰를 중심으로, 민주주의는 물론이고 선거 그리고 선거민주주의에 대한 중국 지식인 인식을 검토함으로써 중국에서의 선거 민주주의의 가능성을 분석해 보고자 한다.

In China, Election is a long story that was to be continued from the end of the Qing dynasty to the present. Especially, recently, election was give attention from chinese intellectual, as an very important a means of institution for chinese political democracy. Since 1978, chines economy reform caused social differentiation and many social problems. These changes are conducting a discussion over political reform, China’s party-state leaders and intellectual are emphasizing political reform for the solve of many political and social problems. At this time, many people are emphasizing that Election is the core of political reform. Especially, Some people are emphasizing to enforce electoral democracy at china. So, this paper give attention to the understanding of chinese intellectual about election and electoral democracy. To do understand that, this paper is based on research that carry out interview and survey with chinese intellectual.
