정신장애인 경제활동 실태에 관한 탐색적 연구

An Exploratory Study on the Economic Activities of People with Psychiatric Disabilities - Comparisons between Disability Types -

본 연구는 탐색적 연구로서 장애유형간의 비교를 통하여 정신장애인의 경제활동실태에 대한 구체적이고 체계적인 분석을 실시하였다. 이를 위하여 2010년 장애인고용공단에서 구축한 장애인경제활동 실태조사 자료를 활용하여 분석하였다. 따라서 선행연구에서 가졌던 표집의 한계를 보완하고 정신장애인의 경제활동과 관련된 전반적인 실태를 실증적으로 분석하고자 하였다. 분석결과, 정신장애인의 경제활동 참여율이 매우 낮은 것으로 나타났다. 정신장애인의 경제활동 참여율은 우리나라 전체 인구의 5분의 1수준이었으며, 타 장애유형과 비교하면 3분의 1수준에 머물러 매우 낮은 것으로 나타났다. 취업 중인 정신장애인의 경우도 임금수준 및 고용안정성에 있어 다른 장애유형보다 매우 열악한 상황인 것으로 나타났다. 따라서 정신장애인의 경제적 자립기반이 타장애 유형에 비해 상대적으로 취약한 것으로 나타났다. 또한, 미취업중인 정신장애인의 취업욕구도 다른 장애유형보다 낮았다. 취업욕구가 낮은 이유로 정신적 질병이나 장애관련 요인과 일자리 부족 및 차별 요인을 보다 크게 인식하고 있는 것으로 나타났다. 연구결과를 바탕으로 정신장애인의 직업재활 활성화를 위한 정책적, 실천적 지원의 중요성을 제시하였다. 또한, 정신장애인의 경제활동을 활성화하기 위해 직업 훈련과 작업장 개발을 강화하는 개입의 중요성이 강조되었다.

This study conducted an exploratory analysis of the current economic activities of the psychiatric disabled through a comparison between disability types. For this, the study utilized survey data concerning the economic activities of the disabled in 2010, and it tried to analyze empirically the overall condition. Through this, the study complemented the limitation in sampling that was found in the previous study. As a result of the analysis, the rate of participation in economic activities of the psychiatric disabled was very low and discovered to be at a rate of 1/5 of the total population and 1/3 of other types of the disabled. In the case of the psychiatric disabled who are currently employed, the level of wage and stability in employment were very poor in comparison with other types of disability. thereby, the foundation for their economic independence was discovered as being vulnerable. In addition, the desire of the unemployed psychiatric disabled for obtaining a job was much lower. The reason for this was that the psychiatric disabled more highly recognized some factors related to disease or disability, a lack of employment, and discrimination factors. Based on the results, the study proposed the importance of political and practical supports for the promotion of the vocational rehabilitation of the psychiatric disabled. and Also the results highlighted that the practice should be strengthning the vocatioal training and workplace development.
