한국의 특수교사 수급 정책에 대한 소고

A Policy on Supply and Demand of Special Teachers in Korea

본 연구는 특수교사의 수급에 대한 제도와 그 현황을 알아보고자 실시되었다. 교원 수급 정책의 궁극적인 목적은 질적으로 우수한 교원을 안정적으로 수급 조절하는 것이다. 이에 본 연구는 특수교육 현황을 파악하여 특수교사의 수요를 좀 더 구체적으로 진단하고 이에 대한 특수교사의 공급 즉 특수교사의 양성측면을 고찰하여 특수교사의 수요와 공급에 균형을 줄 수 있는 방안을 제시하였다. 특수교사의 수요의 측면에서 특수교육대상자의 현황을 파악하고 공급의 측면에서 특수교사 양성의 문제를 이슈화하였다. 이를 바탕으로 특수교사의 수요를 예측하고 또한 수요를 창출하는 방안, 그리고 양질의 교사를 양성하여 선발하는 과정의 대안을 제시하였다.

The purpose of this study was to investigate a policy on special teacher supply and demand as well as the status of teacher training programs of special teachers. The ultimate goal of policy on teachers is to adjust the number of teacher and to post qualitative teachers at school settings. First of all, the current study reported the status of special teachers based on secondary data which were gathered at the ministry of education, science & technology. From the data, the supply and demand of special teachers were diagnosed. Overall, the suggestions were discussed for making the supply and demand more reasonable. In addition, the number of students with special needs as well as other areas in demand of special education were investigated to grasp the situation. Finally, ideas of estimating accurate demand of special teachers were suggested. Furthermore, alternatives of teacher selection for the quality control were suggested.
