민자유치에 의한 우리나라 항만개발에 관한 연구

A Study on Port Development in Korea through Private Investment - Analyzing Port Charge in M Port -

항만의 개발은 대규모의 재원을 필요로 하게되므로 우리나라의 항만개발은 정부예산에 의해 이뤄져 왔다. 그러나 이러한 방식은 급속적으로 증가하는 항만수요를 충족시키기에는 투자예산의 부족으로 한계가 있었다. 그래서 정부는 항만개발에 민간자본을 유치하여 일정기간의 무상사용기간을 허용함으로써 개발기업으로하여금 투자자금을 회수할 수 있도록 하였다. 현재 우리나라는 여러개의 신항만이 민간자본에 의해 개발되고 있으나 여러 가지 문제가 예상되고 있다. 본 논문은 국내 최초 민자유치부두인 M항만의 하역료 분석의 실제 사례를 중심으로 하여 민간자본에 의해 추진중인 우리나라 항만개발의 현황과 화물사용료 설정상의 문제점을 분석하고 개선방안을 제시하고자 한다.

The port developments in Korea have been achieved by government because it needs large scale of funds and is recognized as SOC to be supplied by government. But this kind of policy has met budgetary problem to cope with rapidly increasing demands of port facilities. Thus in recent years, Korean government has tried to induce commercial capital to the construction of port facilities and allow them to operate the facilities commercially for given period enough to compensate the investment. At present, several ports are under construction and some will be opened in the near future. But on this stage, it is expected some problems for the reasonable port operation. This paper tried to scan and to analyze the current situation and also to find proper solutions.
