The external food assistance toward North Korea has played an importance role to reduce the famine of North Korean population. However, as it involves vulnerability that has been influenced by political factors. The food assistance, meanwhile, has an indirect or direct effect on the system of food distribution through the market as intermediary mechanism after the markets have extended in North Korea society. Therefore, we need to approach North Korean food problem from a new perspective that a relationship between the external food assistance and the markets involves an effect of social distribution. The first purpose of this study is to explain the social distribution effect of food assistance toward North Korea. Kim Jong Il, the chairman of National Defense Committee taken over After Kim Il-sung’s demise attempted a series of policies to solve food crisis through the reform of agricultural production system. Especially, agricultural policies suggested after a ‘march of hardship’ represent the discriminate production system of agriculture from the existing production system. North Korean authorities should solve simultaneously the serious imbalance of nutrition in the population’s the dietary life and the vulnerable infrastructure of farming such as shortage of chemical fertilizers and acid soil to solve the food problem fundamentally. For solving two-level problem, North Korea sought for an organic combination of livestock sector, fish culture, and potato farming. The second purpose of the study is to explain a new production system, that is, ‘circular’ production system of three sectors.
