정년 연장 논의와 인적자원관리 전략

The Extension of Retirement Age and Human Resource Management Strategy

본 연구는 한국의 급속한 인구 고령화에 따라 중고령 인력의 활용과 맞물려 있는 정년 연장에 관한 논의를 바탕으로 비용 관점(cost perspective)이 아닌 투자 관점(investment perspective)에서 인적자원관리 전략을 제시하였다. 정년제도에 관한 배경 이론과, 정년제도에 관한 폐지론, 연장론, 존속론 등 다양한 논란의 주요 이슈와 이해관계자들의 주장을 검토하였다. 본 연구는 정년 연장론과 노동유연화 이론에 입각하여 중고령 인력의 활용을 위한 인적자원관리 전략을 내부(육성)형, 시장(활용)형, 중도형의 3가지로 구분하고, 이를 단계별로 단기 전략과 중장기 전략으로 각각 제시하였다. 첫째, 내부(육성)형 전략은 단기적으로 기능적 유연화(재배치, 단계적 퇴직제도, 역 멘토링)와 중장기적으로 기능적 유연화(교육훈련, 직무설계)를, 그리고 임금 유연화(임금피크제와 성과급제)는 단기 및 중장기 전략에 모두 적용하였다. 둘째, 시장(활용)형 전략은 단기적으로 수량적 유연화(유연근무제, 재고용)를, 중장기적으로 외부화 전략(고령자 파견기업)을 제시하였다. 셋째, 중도형 전략은 중고령자의 소득 안정과 삶의 질 제고는 물론, 기업의 사회적 책임과 사회통합에 중요한 시사점을 주는 것으로, 단기적으로는 근로자 개인별 재능 기부와 사회봉사를, 중장기적으로는 고령자 친화기업과 사회적 기업의 확대를 제안하였다. 끝으로 본 연구의 시사점을 몇 가지 제시하고 한계점을 논하였다.

This study reviewed the labor shortages in the era of rapid aging society in Korea. And the utilization of aged workers and the issues of extension in retirement age were discussed. The purpose of this study was to propose the HRM strategies on the investment perspective by valuing the human assets of aged workers. I suggested three types of HRM strategies in view of labor flexibility for effective utilizing of aged workers by two steps(short-term and mid-long term). First, functional flexibility and wage flexibility were proposed in internal system. Second, numerical flexibility in the short-term, distancing or externalization in the mid-long term in the market system were proposed. Third, for the employment stability and life quality of the aged workers, individual talent contribution in the short-term, and aged workers' friendly firms and social enterprises in the middle-long term in middle-of-the-road system were proposed. This should be emphasized for firm's good image as a company citizen and for the firm's social responsibility and social integration.
