남북한 경제ㆍ경영분야 학술교류 추진을 위한 당면과제

The Current Assignment on North-South Academic Exchange in Economic & Business Management

Since a historic meeting and summit talks in Pyongyang from June 13 to 15, 2000, where the leaders of South and North Korea co-signed on the South-North Joint Declaration, the relations between two Koreas has rapidly developed ever before. This development made us to have a bright prospect on South-North academic exchange in the future. In order to expand the South→North academic exchange, however, we should prepare a detail action plan to induce North’s active participation in addition to made sympathy for the needs, grope the academic contact point, create the institutional and physical foundation. The most important thing, among them, is to built a trust between the South and North scholars and to provide some reasonable incentives for North part, such as computer, book, teaching materials and so on. For building a trust between scholars, we should be careful not to involve ideological disputes by excluding political issues at least in the early stage. Supporting some research funds to North Korean scholars for a special area can be considered. What I want to emphasize lastly is to construct a supplementary and cooperative relationship between government and the academic society. With keeping autonomy, the academic society, as a main actor in academic exchange with North Korean scholars, should make an effort to offer some constructive criticism and proposal for government and companies having interest in business with North Korea. Under the proposition of guaranteeing the autonomy of academic society, government should find a way to provide institutional and financial supports for the academic exchange.
