Study on the prevention policies of double benefits in Financial aid

최근 높은 대학 등록금으로 인하여 학생과 학부모가 부담해야 하는 경제적 비용이 사회문제로 부각되면서 학자금 제도에 대한 관심이 높아지고 있다. 정부 및 공공기관의 학자금 규모도 매년 증대하고 있으나, 이를 집행하는 과정에서 동일 학생이 서로 다른 종류의 학자금을 이중으로 받는 사례가 적지 않아, 이에 대한 개선방안 마련이 요구되고 있다. 그러나, 현행 관련 법령이 지나치게 포괄적이어서 효과적인 이중지원 방지대책을 수립하는데 많은 어려움을 주고 있다. 또한, 이중지원 방지 대책을 시행하기 위해서는 학자금 관련 개인정보의 집적과 공유가 필수적인데 최근 강화되고 있는 개인정보보호법과의 충돌을 어떻게 해결할 것인지도 어려운 과제이다. 이러한 이유 때문에 정부에서는 아직까지 학자금 이중지원의 개념, 적용기관의 범주, 업무 절차 등에 있어 명확한 방안을 마련하지 못하고 있는 실정이다. 본 연구에서는 학자금 이중지원의 현황을 분석하고, 이중지원 대책이 효과적으로 시행되지 못한 원인을 심층적으로 진단한 후 필요한 정책대안을 제시하였다.

As high tuition and fee in higher education has become a social problem, financial aid programs are receiving more attention these days in Korea. Financial aid budget of government and public institutions are increasing every year responding to social needs. However, there were not a few cases where a student received double benefits from different kinds of grant or loan exceeding tuition and fees, while more needy students were suffering from financial problems. Related authorities have tried to prevent such undesirable cases, however, the ambiguous law is an obstacle to more effective measures. It is more difficult to harmonize with the Privacy Act forbidding unreasonable use of personal information, which is indispensable for preventing dual benefits of financial aid. These problems have kept the authorities from showing the clear concept of double benefits of financial aid, the unambiguous range of participating institutions, and the concrete implementation process of the policies. This study analyzed the current status of double benefits of financial aid and found out some causes of the failed policies to prevent double benefits, and finally tried to make several policy suggestions.
