A Case Study of Origin Approved Exporter based on Value Added Criteria of the Korea-EU FTA

This research is case study of Each item Origin Approved Exporter(JIWON Korea company) based on Value Added Criteria of the Korea-EU FTA in Korea. Study finding, this study proposed 5 improvement for Approved Exporter System based on Value Added Criteria in Korea. First, the Korea Customs Administration must introduce Standard Approved Exporter System to enhance practical use of this System. Second, the Korea Customs Administration must enhance contiguity for Approved Exporter System to reduce Spaghetti bowl phenomenon. Also, the Korean Government should concentrates on post management about Approved Exporter. Third, the Korea Customs Administration must reeducate exporting company person opening course of study about FTA-PASS program in charge regularly. Forth, The Korea Customs Administration must operate Approved Exporter System by negative method that do minimum regulation. And the Korea Customs Administration will have to consider plan that impose penalty to solidify post management of Approved Exporter. Fifth, The Korea Customs Administration must prepare risk and post management standard procedure of Approved Exporter. Especially, in Approved Exporter's occasion Value Added Criteria that rules of origin is stricter, The Korea Customs Administration must prepare post management regulation that can figure out management of origin periodically.
