The purpose of this research is two-fold. First, we attempt to identify factors affecting the selection of a railway in inland transportation, especially a modal shift to a railway as an alternative to automobile transportation to construct an environment-friendly sustainable logistics system. Second, we seek to reveal relationships among those factors in selecting a railway as the most efficient transportation mode. This research employs a structural equation modeling technique, PLS(Partial Least Square), in order to analyze empirically how a modal shift to a railway and perceived factors influence a final decision to select a railway as a transportation mode by considering three factors (cost, efficiency, and service). We found that five out of nine hypotheses are accepted. The results are as follows. First, the intention of a modal shift to railway and the perceived factors have significant effects on railway selection. Second, transportation cost and service factors have positive effects on the intention of a modal shift. Transportation efficiency, however, has an insignificant effect on the intention of a modal shift to a railway. Cost, efficiency, and service factors little affect the perception of a railway.
