본 연구에서는 정부가 ‘항만노동 개혁’의 효과로 지적한 인건비 절감, 항만생산성 향상, 항운노조원의 근로조건향상, 대외신임도 향상 등의 효과들이 2007년 1월 상용화를 시작한 부산항 사례로 항만노무공급체계 개선 후 1여 년간의 실제 데이터를 바탕으로 그 효과를 고찰하고자 한다.
In this paper, the efficiency of port operation after the decaualization of port labor in 2007 will be analyzed by case studying 4 pier in Busan port. As a main result of this study, firstly the productivity of container handling is increasing by transfer the vessel to other empty working area which managed same terminal operation company. Secondly the input number of port labor is reduced by efficient control of port labor. And the efficiency of the labor is increased and the labor cost is saved. Thirdly working conditions of port labor are guaranteed by job security, retirement, and coverage through four insurances. And it will be enhance the productivity of container handling. Lastly, the improvement method for terminal operation are suggested by modifying the working condition, automation of equipments, education of port labor, and increase of facilities in terminal.
