영화발전기금의 효율적 활용 방안 연구

이 글은 〈영화발전기금〉을 통하여, 한국영화산업의 자금조달 및 투자환경이 어떻게 한 단계 도약할 것인지를 알아보고, 또한 우리 영화산업의 발전을 위해서 영화발전기금을 효율적으로 활용할 수 있는 방안은 무엇인지를 개략적으로 살펴보고 있다. 우리나라의 영화산업이 지속적 성장세를 추구하고 대외경쟁력을 확보하기 위해서 ‘영화 및 비디오물의 진흥에 관한 법률’에 의거 마련된 재원이 〈영화발전기금〉이다. 이 기금으로 한국 영화가 갖고 있는 여러 가지 문제점을 해소하여 안정적인 산업구조를 정착시키고 영상인프라를 구축하기 위해서는 다양한 방법의 투융자 및 출자 환경을 갖추어야 할 것이다. 지금 한국의 영화산업은 외적인 성장에 반해 영화진흥금고 재원고갈 및 영화산업 자체의 지원수요 증가에 따른 안정적 재원 확보와 확보된 재원의 효율적 운용이 절실한 시기이다. 따라서 〈영화발전기금〉의 효율적 활용방안의 일환으로 SPC를 통한 자산유동화, 성공불 융자제도 등의 활성화 방안이 연구되어야 한다. 그중에서 일반기업의 자금조달 수단으로 활발히 활용되고 있는 ABS,ABCP, ABL 등의 미래매출채권 유동화 수단은 SPC제도 도입과 더불어 영화산업에서도 활용해 볼 만한 가치가 충분하다.

This study includes the way that financing and invest environment of Korean movie industry escalates through The Movie Development Fund(MDF). Besides, it will suggest some plans that MDF can be utilized effectively for the development of Korean movie industry. MDF is a financial resource raised up in order to pursue the sustainable growth of Korean cinema industry and ensure the international competitiveness under the “The Law in connection with promotion of Movie and Video’s”. The fund will solve the problems that Korean movie market has. It helps, also, the market set a stable industrial structure and build an infrastructure for the screen. Therefore, it is necessary to make various environment for the loans and investments so that the fund functions fully. These days, the Korean movie industry requires securing finances that is resulted from an increase of the demands of the movie industry itself and the lack of financial resources contrary to the quantitative growth. Consequently, it is important to study a plan to revitalize asset-backed securities, a system of loan under success by applying SPC in order to make the best use of MDF. Especially, the method with the induction of SPC, such as ABS, ABCP and ABL used in various way of financing in ordinary business is worth of adaption to the industry.
