공공행정에 대한 행정학적 정의

A Definition of Public Administration as A Discipline

본 연구자는 최소한 행정개념에 대한 정의가 일반화 될 수 없다고 하더라도, 공간적, 시간적인 제한 속에서의 행정개념에 대한 통합된 정의는 반드시 필요하다고 보았다. 한국행정을 연구하는 학자들 조차도 이러한 통합된 정의를 끌어내지 못한다면, 한국행정학의 학문적 성격에 관한 정체성이 상실될 수 있기 때문이다. 비록 미국에서 행정학이 태동하여 발전했다고 하더라도, 그 정체성은 우리가 찾아 낼 수도 있지 않겠는가? 이를 위하여 국･내외 학자들의 행정에 대한 정의를 분석하고 공공행정은 관리와 공공정책을 포괄한다는 통합적 정의를 유추하였다. 본 연구는 분명 객관성에서 비판되어질 수 있다. 또한 본 연구에서 내린 행정개념의 정의가 한학자의 개인적 소신이라고 치부되어 질 수도 있다. 그렇다 하더라도 행정학을 하나의 독립된 학문으로 연구하는 학자들 간에 통합된 정의는 반드시 필요한 것이며, 본 연구는 이러한 논의에 대한 시론적 연구로서 그 가치가 평가되기를 기대한다.

I think that even if don't generalize a definition of public administration at least, it's need a integration various opinions on the concept of public administration. Because If don't take drag a interational definition out in the korea public administration scholars, a study of the korea public administration maybe loss of it’s identity as a own right. Even if the public administration started in the USA, I think that can it maybe find out that's identity by korea scholars? For this reason, I analysised various definition of scholars at home and abroad, and did analogical interpretation as like that public administration have included management and public policy. But this study will be able to be critical of objectivity. Nevertheless, I think that it's need find out identification of the public administration as a study. So that, I hope to evaluate this study as meta-study on the definition of Public administration to the other scholars.
