지역균형발전으로서 광역경제권 정책의 쟁점

A Study on the Issue of the Regional Economic Policy as Local Balanced Development

참여정부의 최대 국정과제였던 균형발전정책은 기업도시, 혁신도시, 행정중심 복합도시 등으로 각기 추진되어 왔으나 통합시스템의 결여로 결국 실패하고 말았다. 이명박 정부는 이러한 측면에서 참여정부의 균형발전정책의 양태와는 차별화되는 광역경제권정책을 추진하고 있으며 여기에는 중앙과 지방의 동반상생발전을 중심으로 하고 있다. 그러나 여기에도 다음의 쟁점사항들이 또한 존재한다. 첫째, 광역권발전위원회와 기존 광역자치단체간의 권한의 불일치 문제이다. 둘째, 광역권역별 지역내 총생산이 수도권과 최하위의 강원권과 제주권의 경우 큰 차이를 보이고 있으나 광역경제권정책은 모든 권역을 동일한 법인격 권리 주체로 이해하는 획일성을 보이고 있다. 셋째, 현행 수도권 규제완화 정책이 현재의 광역경제권정책과 과연 어떤 긍정적 조화를 이룰 수 있겠는가 하는 것이다. 즉 수도권 규제완화에 따른 집중의 효과를 차단하고 분산의 정책 효과를 확보하기 위해서는 세제감면과 재정지원 등의 비수도권기업과 공공투자에 대한 개선책이 필요하다. 종합적으로 광역경제권정책은 지역의 외형적 규모의 성장보다는 지역의 잠재력과 발전의 기회균등을 확보해주는 방향으로 정책의 이념설정이 변화되어야 하는 것이다.

Balanced development policy has been unsuccessful until now including regional policy. Because it has not been integrated system among the policies especially in enterprise city, innovation city and so on. This study intended to analyze to regional economic policy focusing between the central government and local government. And also this study tried to examine the point of issue from now. First, there is a inconsistency of authority between regional development committee and local self government. Second, there is a uniformity in all the regiones understanding the same right actors of regional economic policy. Third, there is a little harmony between regional economic policy and capital deregulation policy. For instance, there is a negative effectiveness between two issues as I mentioned before. There will be changed the regional economic policy to have the equal opportunity among the local self governments in comparison to another economic growth. To enhance the ability of local government they have the opportunity equally in pursuing their goal and regional management. The specified regional economic strategies are as follows. For instance, we should inhance the competitive capability and economic government rather than productivity and simple economic size. And also the local government will be required the accelerating adjusting power in the rapid surrounding economic environment of the information society.
