Policy Measures for Promoting the Disable in Governmental Sector

본 연구는 관련법 시행 이후 장애인 취업욕구 증대 및 사회적 평등의식 확산 등의 변화가 왔음에도 불구하고 장애인 고용은 법정비율에 미치지 못하는 현실을 파악해보고, 장애인고용제도의 법･제도 운영상의 문제점을 파악해 대안을 제시하고자 하였다. 고용부담금 부과 등 제제수단에도 불구하고 실제 사업장에서 답보상태에 머물러있는 장애인의 고용문제 해결을 위해 ｢지방분권특별법｣에 따라 장애인복지사업의 지방화가 본격적으로 시행되어 ‘모범 고용주’로서 지방자치단체의 역할이 증대되는 현실에 주목해 지자체에서 시행 가능한 장애인 고용문제 해결방안을 제안하였다. 장애인 고용과 관련한 지자체의 독립적인 제도, 조직, 지침 구비는 향후 장애인 취업 욕구증가가 가져올 민원에 대응하기 위해서도 필수적이다. 본 논문에서는 첫째, 장애인 고용관련 프로그램을 사회적 일자리 창출사업, 공공근로에서 벗어나 지역의 각종 단체들과 연계한 정기적인 접촉과 관계 발전 방안 제안. 둘째, 지자체의 직접고용 증진 방안으로 시범사업의 확대, 교부세 차등 지급 등의 법･제도적 유인장치 마련 및 인식개선 방안 등을 제안. 셋째, 인턴제, 사회적 일자리 창출과 함께 예산지원을 통한 간접고용의 방안 확대 등을 제안하였다

Since the disable-rated laws enacted, the needs of the disable for getting jobs have grown along with social equity promotion in the governmental level. But the state of their getting jobs remains unchanged. This study analyses the current situation and proposes the policy alternatives to promote their the opportunities of getting jobs. The existing representative institution to promote their getting job is Penalty for Violation of Mandatory Employment Ratio of the Disable. But it has not worked as successfully as expected originally. After Special Law of Decentralization was enacted, the duty of hiring the disable in governmental side has been transferred to local governments. And thus the roles of local governments are essential. Their various efforts and policy measures are demanded as the followings. The enlargement of direct employment in the governmental sector, the differential distribution of Local Share Tax, the promotion of indirect employment in the non-governmental sector by means of governmental financial aids, and so on.
