경제자유구역(인천 · 부산 · 광양만)의 P · D · S 성과분석과 제도적 개선연구

경제자유구역(FEZ)은 외국인 투자기업의 경영환경과 외국인 생활여건을 개선하기 위해 조성된 지역으로 이를 통해 외국자본의 유치를 활성화함으로써 해당 도시 뿐 아니라 국가의 경제성장을 촉진시키기 위한 것이다. 우리나라에서는 2003년부터 국가 전략사업으로 6개의 경제자 유구역을 지정하였다. 7년 정도가 지난 시점에서 경제자유구역이 원래 의도한 목표를 잘 달성하는 방향으로 운영되고 있는지를 점검하고, 그 문제점을 개선하기 위해 P(Plan)･D(Do)･S(See)의 모형에 근거하여 성과분석을 실시하였다. 그 결과 계획･운영･성과의 모든 단계에서 여러 문제점과 한계가 나타났다. 경제자유구역의 개발계획에서는 지정의 남발, 지역간 사업영역의 중복등으로 과다경쟁 및 중복투자의 문제가 나타났다. 운영체계에 있어서는 총괄 조직체계가 부족하고, 조직과 업무의 독립성이나 전문성이 낮았으며, 수시로 계획이 변경되고 있었다. 성과단계에서는 외국자본투자유치 실적이 매우 미미할 뿐만 아니라 점차 감소하는 추세이고, 외국인 생활여건의 개선에도 여러 문제가 있는 것으로 나타났다. 경제자유구역의 전반적인 성과평가를 하기에는 아직 이른 단계이지만 이 상태로 운영할 경우 국가경제에 대한 긍정적 전파효과를 기대하기 힘들다는 점에서 경제자유구역의 계획, 운영체계 및 성과관리에 있어 다양한 측면의 개선방안 모색이 필요하다.

Free Economic Zones(FEZs) are designated to improve the business environment for foreign companies and living conditions of foreigners and ultimately to attract more foreign direct investments and thereby promote the economic development of the city and the country. Since 2003, Korea has designated six FEZs as a strategic industry of the nation. In seven years, this study conducted a performance analysis based on a P(Plan), D(Do), and S(See) model to examine if FEZs operate well in the right direction that helps reach its original goals and to eliminate problems with the zones. As a result, we found many problems and limitations in each phase of performance analysis. In the Plan phase for the development of an FEZ, problems included thoughtless designations, overlapping of project areas among regions, leading to excessive competition and duplicate investments. The Do phase lacked an integrated comprehensive organization, suffering from a lower level of independence and expertise of organizations and operations and frequent alternations of plans. In the phase of See, attraction of foreign investments was greatly meager, even tending to decrease over time, while there were many problems with living conditions for foreigners in the zones. Although it is still too early to judge overall performance of an FEZ, it is critical to develop a way of improvement in every direction including Plan, Do, and See phases of an FEZ, since it is unlikely for FEZs to have a spillover effect on the national economy when they operate as they are.
