Fiscal Soundness of Autonomous Districts in Korea

자치구재정 건전성이 최근 크게 악화되고 있다. 지방세 및 조정교부금의 감소가 계속되고 있는 가운데, 부동산시장의 악화로 세입의 감소는 지속될 전망이다. 반면 세출영역에서는 사회복지비의 급증이 목격되고 있다. 광주광역시 북구의 경우 사회복지비의 비중이 2002년 35.7%에서 2010년 59.3%로 급증하고 있다. 해결책으로 지방자치제도의 재검토를 통한 자치구제도의 폐지, 지방교부세의 교부 허용, 조정교부금 교부율의 인상 등이 거론될 수 있지만, 현재의 상황에서 시급한 것은 및 사회복지 책임의 중앙 환원 또는 국고보조의 증대로 자치구 세출의 다른 부분의 차질이 없도록 해야 한다.

Currently, fiscal soundness of autonomous districts in Korea is in danger. Their revenues such as local taxes and metropolitan city revenue sharing are still expected to be decreasing in the near future. The current real estate market in Korea is still in muggy status. There has been an upsurge of social expenditures. An analysis of the trends of social expenditure of North district in Kwang Ju Metropolitan City indicates that the share of social expenditure in the total general government expenditure rose from 35.7 per cent in 2002 to 59.3 in 2010. Several solutions can be made. Autonomous could get local share tax, which would not be accepted by other types of local governments. The percentage of metropolitan city revenue sharing could be upward, which might not be possible considering fiscal adversities in Metropolitan City Governments in Korea. Abolishments of autonomous districts in local autonomy could be another solution. In the short run, however, national subsidies in the area of social expenditures are desperately in need.
