비선호시설의 입지선정에 따른 갈등요인에 관한 연구

A Study on the Causes of Conflict in Siting Unwanted Facilities: A Case Study on the Conflict during the Construction of Memorial Park in Pangyo New Town

본 연구는 최근 들어 빈번하게 야기되고 있는 비선호시설의 입지갈등사례와 관련하여 그 대표적 유형인 장사시설의 최근 입지갈등사례인 판교신도시 메모리얼파크 건립사례 분석을 통해 입지갈등의 요인과 해결방안을 모색하려는데 그 목적을 두고 있다. 본 연구에서는 입지갈등 요인을 해당주민 중심의 입지갈등유발 요인과 지자체, 언론 등의 입지갈등조절 요인으로 구분하여 분석하였다. 분석결과 판교메모리얼파크 건립사례에는 입지갈등조절 요인이 갈등심화에 크게 작용한 것으로 분석되었다. 따라서 비선호시설의 입지갈등해결을 위해서는 해당주민에 대한 대책과 아울러 지자체, 언론 등에 대한 대책이 함께 고려되어야 할 것이다.

This study, relating to conflicts in siting locally unwanted facilities that has been frequently occurred in a recent society, has a purpose to suggest the factors that causes conflicts and their solutions. This study divided conflicts factors in siting locally unwanted facilities into two sub-factors; cause factors of the conflict centered on local people and control factors including local government and the media. According to the findings, it was revealed that the control factors in the cases of Memorial Park in Pangyo New Town had a significant influence on intensification of the conflict. Therefore, it is assumed that appropriate policies for local people and local government and the media need to be considered in the process of resolving the conflict.
