21세기 국가발전과 국민통합을 위한 지방행정체제 개편에 관한 연구

Study on Local Administration System Restructuring for National Development and Unity in 21st Century : Focused on Changwon City Consolidation Case

이 연구는 국가발전과 국민통합에 있어서 지방행정체제 개편의 중요성을 인식하는 가운데 최근에 유일하게 지방행정개편에 성공한 창원시를 사례을 분석하고자 한다. 이 사례분석을 통하여 지방행정체제개편에 있어서의 성공요인과 더불어 개편에 장애가 되는 요인, 즉 문제점은 무엇인지 살펴보고자 한다. 이러한 성공과 실패요인분석을 통해 앞으로 지방행정체제개편이 본격적으로 확산될 때 고려해야 시사점들을 제시하고자 한다. 지방행정구역 개편의 성공을 종속 변수로 놓고 이에 대한 독립변수로 행정절차적, 정치적, 경제적 관점에서 살펴보고자 한다. 이를 통해 앞으로 이루어질 지방행정체제 개편이 성공할 수 있도록 이끌어낼 수 있는 정책적 제언을 할 수 있을 것이라 생각한다.

Local administration system restructuring is one of the important sources to develop nation and make people unified. Thus, it is significant to do an analysis with the successful consolidation case, Changwon City which is consolidated with three cities in recent years. In this case study, this paper attempts to consider how to proceed the process and overcome the obstacles throughout the consolidation process of Changwon City. In depth, we see successful consolidation as the dependent variable while administrative, political, and economical perspective as the independent variables. Based on this kind of case analysis, we believe that this paper gives some meaningful significances for the possible city consolidation case in the future.
