대전광역시 고령화 사회 노인복지재정 분석

Old Age Welfare Spending in Daejon Metropolitan Area: Focus on the Responsiveness Analysis on Old Age Welfare Spending with the Change of Age Structure

고령화 사회에서 지방정부 특히, 사회복지의 전달체계의 최일선인 기초자치단체에서 노인인구구조의 변화에 따른 노인복지예산의 대응성에 관한 논의와 이에 대한 분석을 해 보고자 하는 것이 본 연구의 목적이다. 이를 위해 인구구조를 기반으로 한 연구와 지방정부예산에 관한 선행연구를 체계적으로 검토하였다. 궁극적으로 노인인구구조 변화와 지방정부의 고령화 사회 인지적 노인복지예산에 관한 논의를 전개함으로써 고령화 사회에 따른 노인복지예산의 인지적 대응성 분석을 대전광역시 5개 기초자치단체를 대상으로 하여 노인인구특성별 복지수요 측정지표로 일반적 요인, 특수적 요인, 경제적 요인, 심리(정서)적 요인 등으로 분석하고, 노인인구구조 변화에 따른 대응성을 알아보기 위해 노인복지예산을 사업별 성격으로 분류된 기준을 사업의 구성 유무, 세부사업의 유무, 자체예산 배정 유무 등으로 각 기초자치단체의 2008년과 2012년 예산을 분석하였다. 이에 따라, 노인인구구조변화에 따른 대응성 분석으로 일반적 요인, 특수 요인, 경제적 요인, 심리(정서)적 요인으로 이에 따른 분석결과를 제시하였다.

For explore to the Responsiveness between the change of Age structure and local government budget. the aim of this paper is try to analysis on the responsiveness of Old Age Welfare Spending in local government according to change of Age structure. This paper investigate reflectingly the preceding research and paper and also try to analysis the change of Age structure and Old Age Welfare Spending for 5 sub-regions of Daejon- especially, in 2008 and 2012 year budget. In the end, suggesting to analysis on the Responsiveness of Old Age Welfare Spending in local government according to change of Age structure enriches here after related theme of budget for the aged welfare.
