단위학교 교육복지우선지원사업 운영 과정 사례 분석

A Case Study on the Operation Process of the Education Welfare Priority Plan at School

2003년부터 중앙정부 특별교부금으로 지원되었던 교복투사업(교육복지투자우선지역지원사업)이 2011년 보통교부금으로 전환되면서 교복우사업(교육복지우선지원사업)에 대한 시‧도교육청의 권한과 역할이 강화되었다. 그러나 사업 전환 이후 이루어진 연구가 많지 않아 본 연구에서는 교복우사업 운영 학교 사업담당자들을 대상으로 면담을 통한 사례연구를 실시하여 사업 운영과정의 특성과 향후 교육복지 지원사업 운영에 필요한 시사점을 도출하고자 하였다. 면담결과에 의하면, 기존 교복투사업을 통해 구축된 사업운영체제는 안정적으로 운영되고 있었으나 전체 운영과정은 교복투사업과 크게 다르지 않았고, 오히려 교복 우사업으로 전환된 이후 교육복지 사업 대상 학교수가 기존에 비해 늘어나면서 학교별 예산은 다소 줄어드는 현상을 보였다. 시‧도별로 교육복지 사업에 대한 학교의 자율권이 높아지면서 대상학생별 프로그램지원, 담당 인력의 역량강화 및 전문성 확보, 지역 연계체제가 더욱 강화되어야 하는 것으로 나타났다.

As the education welfare priority zone project, which had been supported as the special subsidy from the year in 2002 is changed into the general subsidy in 2011, a right and a role of local office of education on the educational welfare support project were emphasized. However, there are not many researches that were performed after a change in the project. Thus, this study aimed to elicit the characteristics of operation and the implications necessary for operating a project of supporting future educational welfare by carrying out an interview survey targeting people in charge of the project for schools, which operate the education welfare priority plan in Daegu area. According to the results of the interview, a rise in the number of schools as the subjects of the educational welfare priority plan in Daegu area compared to the pre-existence, led to a slight decrease in the school-based budgets and to a slightly higher autonomous right in school. However, there was not much difference from the existing method of operating a project in the aspects such as a project plan, program operation, and a driving system, which are performed in a unit in school. There were many tasks that will need to be solved in the aspects of a program support by subject students, of the security of professionalism in manpower, and of a connective system.
