사회적 자본과 지역사회 리더교육의 다층적 효과

강원지역 리더교육을 중심으로

산업화 과정에서 낙후성이 꾸준히 심화되어 온 농어촌 지역사회에서 발전의 전기를 마련하기 위해서는 유능한 지역 인재가 양성되어야 한다는 인식이 빠르게 확산되고 있다. 지역 인재 육성을 위한 지역사회 리더교육은 사람을 통해 지역의 변화를 만들어낸다는 점에서 지역과 사람의 핵심적인 사회적 연결고리를 만들어가는 과정으로 볼 수 있다. 본 논문에서는 리더교육의 효과를 개인적 측면, 관계적 측면, 그리고 지역사회 전반에 대한 효과라는 측면 등 세 가지 차원에서 접근하고, 이 효과들을 측정하여 리더 교육과 사회 발전의 연결 고리를 확인하기 위해 이루어졌다. 사회적 자본을 개인적 수준, 지역사회 수준을 교차시켜 네 가지 유형으로 구분한 후, 리더교육의 효과가 개인에게서 주변 인물로, 나아가 지역사회 전체로 파급되는 과정에 있어서 사회적 자본이 어떠한 역할을 담당하는지 살펴보았다. 결론적으로 지역사회 리더교육에 있어서 사회적 자본은 개인적 성장과 더불어 지역사회 차원의 사회경제적 발전에 기여하는 중요한 매개 요인임을 알 수 있었으며, 이는 앞으로 지역 리더교육에서 사회적 자본의 형성과 축적에 많은 관심을 두어야 한다는 것을 시사한다. 이 연구는 지역사회 리더교육이 참여자 개인과 지역사회 수준의 사회적 자본과 결합할 때 지역사회에 긍정적 영향을 미칠 수 있다는 점을 보여줌으로써 리더교육과 지역 발전, 그리고 사회적 자본과 지역발전을 매개하는 ‘잃어버린 고리’(missing link)를 밝히고 있다는 점에서 그 의의를 찾을 수 있을 것이다.

In order to initiate socioeconomic development in the rural areas, the supply of innovative and talented local entrepreneurship is critical. Training of local leaders is one of the most important processes for rebuilding critical human networks for local change. This paper is an attempt to explain how educational effects of local leadership training programs are spreading over local society through their positive effects on individuals, social relations, and local societies. Our research examined the data obtained by survey of participants in local leadership training programs and tried to find missing links between human resources and social development in local society. We classified types of social capital into four categories and attempted to analyze how they produced different delivery effects of education through bridges of individuals, relations, and local communities. With this, we could find that the education of local leaders had significant positive effects on local development and accumulation of trusts. However, those effects depend on the nature of social capital built between the program participants and the community. This research suggests that we must consider social and relational factors in designing leadership programs for local development. By presenting the multi-level effects of social capital, this research will contribute to designing more effective policy tools for social development and local innovation initiatives.
