도시지역 관변 단체의 조직적 특성

Oranizational Charateristics of Semi-Administrative Organs in Urban Area

관변 단체는 행정과 정치적인 통치의 필요에 의해 법률적으로 만들어지고, 행정과 재정적인 지원을 받는 조직을 의미한다. 역사적으로 관변단체는 국가의 입장에서는 주민 감시, 징세와 부역의 목적으로, 주민들 자체적으로는 상호부조, 방어, 자율적 통제를 목적으로 존재하여 왔다. 현재 행정 말단 조직인 통반과 새마을, 바르게 살기와 같은 국민운동 조직을 관변단체로 나눌수 있다. 관변조직은 서구에서는 민주적인 통치체계의 발전과 더불어 자치조직으로 변화하였으나, 동양사회에서는 지금까지 통치조직으로 기능하고 있다. 따라서 민주화된 한국사회에서 국가의 조직, 운영, 기능이 변화하였음에도, 관변조직이 지속적으로 존재하는 이유는 무엇인가? 그리고 이들 조직이 변화한 상황에서 어떻게 기능하는가? 본 연구는 도시 지역을 중심으로 관변단체의 성격을 살펴보고자 한다. 우선 관변단체에 대한 정의를 시도하였다. 그리고, 관변단체의 드러난 기능으로 행정보조기능과 행정적 동원기능을 제시하였고, 숨겨진 기능으로 친목기능, 선거시 동원과 비공식적 행정적 동원, 관청과의 네트워크구성 기능을 제시하였다. 또한, 회원들의 구성에서는 지역 상공인이 주축이 되는 자영업자 중심으로 이루어진 점을 지적하고 이들이 지닌 정치적 그리고 경제적인 이해관심을 제시하였다. 마지막으로 통반장의 보상과 국민운동 단체의 재정상황을 통하여 이들 관변단체가 중앙집권적 조직, 행정의존적 조직 성향을 보이고 있음을 살펴보았다. 이를 위해 체계적인 조사보다는 자료접근이 용이한 마산시와 창원시를 중심으로 시의 조례, 보조금 지원, 단체들의 년간 보고서, 연구자 자신의 관찰에 의존한 탐색적인 방법을 사용하였다. 이를 통하여 통찰적인 해석과 연구가설을 제시하여 도시지역 관변단체의 조직적 특성을 알아보았다.

Para-Administrative Organs are defined as organizations which are legalized for the administrative and ruling purposes, and are financed by the government. Historically, those have been existed for the purposes of resident surveillance, tax imposing, and labor exploitation on the part of the state. On the part of residents themselves, those have been existed for mutual aid, self defense, and self-governing body. Nowadays, those can be typed into out-reaching organs such as Tong and Ban, and national movement organs such as New Village Movement and Righteous Living Movement. In Western countries, the semi-official organs have been merged into democratic state apparatus, while those are still functioned as a part of ruling apparatus in Oriental countries. Therefore, this paper investigates why those semi-administrative organs have been existed without any interruptions while the whole Korean society has experienced the democratizing process in terms of state organization, state operation, and state functions. What are their functions in this changing settings? It is hard to systematically collect raw data on semi-administrative organs. Therefore this paper adopts explorative and intuitive methods by utilizing the urban city’s articles, the details of financial assistance, the annual report of those organs and author’s direct observations. In the conclusion, I provide some intuitive interpretations and hypotheses for further research. Semi-administrative Organs function manifestly as out-reaching and mobilization units for administrations, while their latent functions are intra-community building, electoral mobilization during election campaign, covert mobilization for administrations, and network building with city authorities. Members of the organs compose of small businessmen in the local area in the main. I indicate what their occupational concerns imply in the political and economic interests. While the structures of organization finance and officers’ rewards are analysed, it is found that those organs show the state-dependent and centralized structure of hierarchy. It appears that the self-administrative organs have recently survived by consolidating the old-fashioned methods of organization working. Despite of minor change such as emergence of civil organizations as competitive partners, terms limitation for chiefs of Tong and Ban, and relative weakening of the organs, their influences have not been shrunk during the election campaign. However their ties to the residents appear to be weak for the mobilization during the disaster, and the charity distribution for the poors. Those organs tend to be a conservative group to keep their state-and-center dependent way of operations. That is also because those organs have to keep their occupational interests in the local business persons.
